Kemijen Area is one of sub districts in district Semarang Timur. Kemijen is area that have always getting flood and inundation (according to RTRW Kota Semarang 2012-2032) that occurs because of Kemijen are having two big rivers that alongside of the area there are Banger River and East Canal River. Until now inhabitant in the Kemijen sub district always have flood include inundation. According to Aprianto (2013);  Rosemarie and Merrel (2014) that much effort had taken in Kemijen, but it seems flood and inundation there are still hitting the area. The aims of this study are to find which the best way to involve inhabitant to maintain the garbage and to help inhabitant to produce a consensus that related with how inhabitant to manage and maintain the garbage. The approach in this study is using PRA (Participatory Rural Appraisal) that develop Robert Chambers. PRA is suitable to use in this study because method gives inhabitant an opportunity to identify and to resolve the problems that exist in the surrounding. They are two results of this study, the first is maintain the organic garbage by using Takakura Basket, and an-organic waste is recycle became used goods like bag, tissue place and another using good. The second is about sub district regulation that teaches community clean and healthy culture.
