The purpose of this study is to identify the role of SOEs (State-Owned Enterprises/ BUMN) through Partnership program in terms of access and additional capital, business management, the use of technology, patents and the obstacles faced by both sides in the partnership. Population in this study all SMEs (Small and Medium Enterprises/UKM) in Semarang as many as 70,595 companies. The amount of sample taken was 100 respondents. The data collected through primary data and secondary data. Primary data obtained through a questionnaire distributed to the perpetrators of SMEs in the city of Semarang. Based on this research, suggests that the partnership SOEs and SMEs in terms of internal factors is quite good, as indicated by the knowledge of business management better understand consumer knowledge, knowledge of effective promotion, have the knowledge to formulate a marketing strategy, financial administration and accounting skills as well as have a good innovation capability. Everything is positively correlated to the improvement of innovation capability and performance (except the knowledge to understand consumers and financial administration and accounting skills. Partnership Enterprises and SMEs in terms of external factors has been good enough. The results of correlation analysis between barriers partnership with the performance of SMEs, SMEs that have little experience of partnerships and the ability of SMEs solve financial problems goes well have a significant and positive impact on SME performance. While others do not have a significant relationship.
