Labour is one of important element that influencing continuity and execution fluency of of construction project. The requirement of construction sector labour in a state, sometimes is insufficient to fulfilled from inside of state, so they need to requires labour from other state (migrant labour). The labour that have a high quality will yield a high quality of goods and service. Labour with high quality is one of key to win competition in market Internasional. Construction labour with good quality, requeris a good management also. Problems of Indonesian construction labour must be seen from two sides that is from within country as supplier and from outside country as user. This research aim to identify management problems of labour from inside country and gets image of existing condition the TKI management in construction sector delivery by Indonesia Labour Service Firm (PJTKI). Data collecting is done by interview and spreading of questionaire by PJTKI in Central Java which still be active sends of construction labours to Malaysia. Processing and analizing data done with Structural Equation Modelling ( SEM) method with software Smart Partial Least Square ( Smart PLS). Based on the result of analysis, the problems of Indonesian construction labour management are (1) the low of quality of human resource sent as Indonesian construction labours, (2) The training of work skill for construction labours frequently is not executed by PJTKI as company in charge to recruit, trains and sends construction labours, (3) implementation of policys about construction labours uncommitts carefully and (4) The coordination between institutes related to management of TKI in construction sector has not intertwined carefully. The factors that influencing success of management of construction labours are availibility of human resource, the training of work skill, the training institute of work skill and policy about TKI in construction sector. The dominant factor that influencing to result of management of TKI in construction sector is policy about TKI in construction sector ( T value = 2,381).
